where <n > is the number of requests that have been created for this combined, <productID> and <RequestType>, incrementally updated by one.

For example, if the most recent request for this combination is <PAYROLL_CR_4>, the new request is <PAYROLL_CR_5>.

If the request is a draft, <RequestType> is HELD.
